Dibrugarh (Assam), Dec 21: Prime Minister Narendra Modi on Sunday laid the foundation stone of the Ammonia-Urea Fertiliser Project at Namrup in Assam’s Dibrugarh district, describing it as a major step towards industrial revival and economic growth in the Northeast. The project is being set up by the Assam Valley Fertilizer and Chemical Company Limited and involves an investment of around ₹11,000 crore. Addressing a large gathering at the event, the Prime Minister said the day marked a historic moment not only for Assam but for the entire Northeast region. He stated that the long-pending demand to revive industrial activity at Namrup has finally been fulfilled, giving fresh momentum to development in the state. According to him, Assam is now ready to play a key role in India’s journey towards becoming a developed nation. Recalling Assam’s rich history, PM Modi paid tribute to legendary figures such as Chaolung Sukapha and Lachit Borphukan, along with several other heroes who made sacrifices for the country. He said the land of Assam has always stood for bravery and contribution to nation-building, and today it is once again moving forward on the path of progress. The Prime Minister highlighted the importance of the fertiliser project for farmers, saying it would ensure a steady supply of urea and reduce transportation costs. Once completed, the Namrup plant is expected to produce over 12 lakh metric tonnes of fertiliser every year. He said this would help strengthen agricultural productivity not only in Assam but also in neighbouring states like Bihar, Jharkhand, West Bengal and eastern Uttar Pradesh. PM Modi also pointed out that the project would create thousands of employment and self-employment opportunities. These include permanent jobs at the plant and additional work in related sectors such as transport, repair services, supply chains and logistics. He said local youth would benefit the most from these opportunities. Speaking about the past, the Prime Minister said outdated technology and years of neglect by previous governments had led to the closure of fertiliser units in Namrup and other parts of the country, which caused difficulties for farmers. He said his government has worked to reverse this situation by reviving closed units and setting up new fertiliser plants across India. He noted that India’s urea production has risen significantly, from 225 lakh metric tonnes in 2014 to nearly 306 lakh metric tonnes today. Efforts are ongoing to meet the country’s annual requirement of about 380 lakh metric tonnes. Despite high prices in the global market, he said farmers continue to receive urea at subsidised rates, with the government bearing the extra cost. The Prime Minister urged farmers to use fertilisers carefully and adopt sustainable farming methods. He spoke about several initiatives taken by the government to support farmers, including direct income support under PM-Kisan, crop insurance schemes, better procurement systems, and wider coverage of Kisan Credit Cards for livestock and fisheries. He also mentioned the promotion of natural farming and the formation of 10,000 Farmer Producer Organisations across the country. PM Modi further referred to newly launched schemes such as the PM Dhan Dhanya Krishi Yojana and the Dalhan Atmanirbharta Mission, aimed at strengthening agriculture and reducing dependence on imports of pulses. Highlighting development in tea garden areas, he said millions of tea workers have been connected to the banking system through Jan Dhan accounts and are now receiving direct benefit transfers. He added that improvements have also been made in infrastructure, including roads, schools, electricity and healthcare facilities. Emphasising the vision of “Sabka Saath, Sabka Vikas,” the Prime Minister said that over the past 11 years, around 25 crore people have moved out of poverty, leading to the rise of a new middle class. He said better living conditions in rural areas reflect the success of inclusive development policies. Concluding his address, PM Modi said Eastern India and the Northeast will act as the growth engine of the country. Projects like the Namrup fertiliser plant, he added, symbolise the growing role of the region in building a self-reliant India.
