Case Filed Against Two Senior Haryana Police Officers Following ADGP’s Suicide
Chandigarh | October 10, 2025 A case has been registered against Haryana’s Director General of Police (DGP) Shatrujeet Singh Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarniya after a complaint was filed by IAS officer Anmeet P Kumar, the wife of late Additional Director General of Police (ADGP) Y Puran Kumar, who died by suicide earlier this week. According to Chandigarh Senior Superintendent of Police, the FIR was lodged at Sector 11 Police Station under relevant sections of the Bharatiya Nyaya Sanhita (BNS) for abetment to suicide and under Section 3(1)(r) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. The development follows Anmeet’s formal complaint accusing the two senior officers of sustained harassment and caste-based discrimination that allegedly pushed her husband to take his own life. On October 7, ADGP Y Puran Kumar allegedly shot himself in the head with his service revolver while seated in a chair at his residence in Sector 11, Chandigarh. Investigators recovered a ‘will’ and a nine-page suicide note in which the officer detailed workplace frustrations and named several senior officials, including DGP Kapur. The note reportedly described ongoing professional humiliation, caste bias, and the withholding of legitimate service benefits, which he said caused immense stress. Anmeet, a 2001-batch IAS officer of the Haryana cadre, described herself as both a grieving wife and a responsible public servant in her statement. She said her husband had endured repeated instances of professional harassment and personal humiliation that eroded his morale over time. She urged that the matter be investigated thoroughly and that accountability be established at every level of the state police hierarchy. Sources in the Haryana government revealed that DGP Kapur may be sent on leave pending inquiry, and an officiating DGP could be appointed soon. SP Narendra Bijarniya, also named in the FIR, is reportedly being considered for transfer as part of a broader administrative reshuffle. The government, however, has not yet made any official announcement. Y Puran Kumar, a 2001-batch IPS officer, had served the Haryana Police for over two decades and was widely regarded as a capable and upright officer. His sudden death has sparked widespread discussion about the culture of workplace harassment, caste discrimination, and the psychological toll such pressures can take, even on senior officials. Government sources have stated that the case will be handled strictly as per law. While the DGP’s office has not yet issued a formal response, the administration is under increasing pressure to act on the explosive allegations laid out in Kumar’s suicide note. A senior official, commenting on the case, said it has “exposed deep fault lines in the system—both administrative and social.” He added that the government intends to ensure that justice is done and that accountability extends beyond token disciplinary measures.
