Lucknow, December 27: The number of voters whose enumeration forms could not be collected during the ongoing Special Intensive Revision (SIR) of electoral rolls in Uttar Pradesh has declined by around seven lakh within a span of 15 days, official data revealed on Friday. The drop was recorded as the extended enumeration phase of the revision exercise came to an end on December 26. According to data available with the office of the Uttar Pradesh Chief Electoral Officer (CEO), the number of voters marked as “uncollectible” stood at 2.96 crore (29.6 million) on December 11. By December 26, this figure had come down to 2.89 crore (28.9 million), indicating progress in verification efforts carried out during the extended period. The Special Intensive Revision process was launched in Uttar Pradesh on November 4 with the aim of updating and cleaning the electoral rolls ahead of future elections. The exercise began with a door-to-door enumeration drive across the state. The first phase of enumeration concluded on December 4, after which it was extended twice—first till December 11 and then again till December 26—to allow more time for verification and collection of forms. Officials said the reduction in uncollectible voters followed a focused verification of 29.6 million cases during the 15-day extension period. Booth-level officers and election staff revisited households and cross-checked voter details to correct earlier gaps and inaccuracies. Data from December 11 showed that the uncollectible voter list included several categories. Around 12.8 million voters were marked as permanently shifted, 4.6 million were reported deceased, 2.41 million were found to be duplicate entries, and 8.74 million were listed as untraceable. In addition, 984,393 voters, accounting for about 0.62 per cent, had collected enumeration forms from booth-level officers but had not returned them. Election officials said efforts were made during the extension period to verify these categories more thoroughly, which led to the decline in overall numbers. However, they added that the final picture will become clear only after the draft electoral rolls are published. The Election Commission of India (ECI) has stated that the final data on uncollectible voters will be available on December 31, when the draft electoral rolls for Uttar Pradesh are released. As per officials, the Commission has already completed mapping of nearly 90 per cent of voters enrolled in the 2025 electoral rolls with the 2003 electoral rolls, when the last Special Intensive Revision was conducted in the state. Under the revised schedule issued by the ECI on December 11, December 31 has been fixed as the date for draft publication of the electoral rolls. From the same day, the process of receiving claims and objections from voters will begin. This period will remain open till January 30, 2026, giving electors time to seek corrections, additions or deletions in the rolls. The notice period, during which the Election Commission will examine enumeration forms and decide on claims and objections, will run from December 31, 2025, to February 21, 2026. Officials said this phase is crucial to ensure transparency and accuracy, as each claim and objection will be verified before a final decision is taken. The final electoral rolls for Uttar Pradesh are scheduled to be published on February 28, 2026. Election authorities have emphasised that the SIR process is aimed at ensuring that only eligible voters remain on the rolls, while genuine voters are not left out due to errors or outdated information. Senior election officials said the decline in uncollectible voters reflects improved field-level verification but acknowledged that the numbers are still significant. They stressed the importance of public participation during the claims and objections phase so that eligible voters can check their details and make corrections if required. The Election Commission has repeatedly urged voters to verify their names and details once the draft rolls are published, stating that an accurate and updated electoral roll is essential for free and fair elections. As Uttar Pradesh moves closer to the next stages of the revision process, the focus will remain on resolving pending cases and ensuring that the final rolls reflect the true and current electorate of the state.
