UP Government Changes Promotion Rules: State Employees’ Promotions to Be Processed Online via Manav Sampada Portal
Lucknow | 14 March 2026 The Government of Uttar Pradesh has introduced a major change in the promotion process for state employees. To make the system more transparent and faster, departmental promotion committee (DPC) meetings will now be conducted online through the Manav Sampada Portal. The new system aims to simplify the promotion procedure and reduce the chances of errors or irregularities in the process. S. P. Goyal has issued directions to all departments, department heads, divisional commissioners and district magistrates to complete the required preparations by March 31. According to the order issued by the personnel department, the National Informatics Centre has developed a special module on the Manav Sampada Portal that will handle the DPC process digitally. Through this module, all promotion-related information will be automatically retrieved by the system. However, this will work only if the employees’ records are properly updated on the portal. Departments have been instructed to ensure that all employee details including registration, cadre and level information, date of joining service, promotion history and any disciplinary records are accurately entered and updated on the portal. Offline ACRs will also need to be uploaded when required, while online ACRs will automatically appear in the system’s broadsheet and scorecard. As per the new guidelines, every department will appoint a DPC coordinator who will manage the process on the portal. The coordinator will log in to the system and select either seniority-based or merit-based promotion options while completing forms, eligibility lists, broadsheets and scrutiny procedures. After verification, the proposal will move to higher authorities for approval or rejection. In the final stage, the DPC committee will mark employees as fit, unfit or defer the decision, after which the system will automatically generate the meeting record. The Chief Secretary has directed that all departments where departmental selection committees operate must align with the new system and complete the necessary arrangements by March 31.
