New Delhi | December 7, 2025 The Ministry of Personnel, Public Grievances and Pensions has published the cadre allocation list for candidates who chose the Indian Administrative Service in the UPSC Civil Services Examination 2024. The announcement confirmed that All India Rank 1 holder, Shakti Dubey, has been allotted her home state, Uttar Pradesh, as her cadre. The second ranker, Harshita Goyal from Haryana, has been assigned the Gujarat cadre, marking an important moment for the top performers of this year’s examination. The list includes the top ten rankers, with details of their home states and whether they have been given insider or outsider cadres. Among them, candidates like Shah Margi Chirag from Gujarat and Aayuushi Bansal from Madhya Pradesh received their home states, while others such as Dongre Archit Parag from Maharashtra and Aditya Vikram Agarwal from Haryana were allotted different regions. Two candidates from Uttar Pradesh—Shakti Dubey and Mayank Tripathi—secured the UP cadre as insiders, while some others from outside the state were placed in UP as outsiders. UPSC had announced the final results on April 22, bringing to an end one of the most challenging and highly awaited examinations in the country. Every year, lakhs of aspirants attempt the exam, hoping to join India’s top civil services, including IAS, IPS, IFS, IRS and other Group A and Group B services. In the 2024 cycle, women dominated the top ranks, with three women featuring in the top five. Out of the top 25 candidates, 11 were women and 14 were men. Of the 1,009 candidates recommended overall, 284 were women and 725 were men, reflecting the wide participation across the country. Her UPSC path was not smooth—she failed to clear prelims in her first three attempts, reached the interview stage in her fourth attempt but did not make the final list, and missed the cutoff by 12 marks the following year. She described that moment as her lowest point, a phase when giving up seemed tempting. Yet she chose to keep going, following a strict routine and treating each day as a small step towards the goal. Her persistence paid off this year, earning her the top position and the cadre she hoped for. Dubey said she survived the long journey by maintaining a chart, sticking to her schedule, and giving herself short breaks whenever she completed her target for the day. AIR 2 Harshita Goyal from Haryana was equally overwhelmed by her result. Calling it “unbelievable,” she said securing the second rank felt surreal. This was her third attempt, and her first time clearing both prelims and mains. A commerce graduate from MS University of Baroda and a Chartered Accountant, Goyal said she was confident of selection but did not expect to be in the top three. She dedicated her success to her mother, who passed away due to cancer a decade ago, and expressed how meaningful this achievement felt for her family.
