Fresh Threat Letter Raises Alarm Among Kashmiri Pandits

New Delhi, August 24, 2026 A fresh threat letter targeting Kashmiri Pandit migrants has emerged in Jammu, intensifying security concerns nearly two weeks after a similar warning was issued to members of the community working in the Kashmir Valley. The latest development has drawn attention due to the sensitive personal information included in the letter, while security agencies have begun verifying its authenticity and tracing those responsible. The letter, which surfaced on Sunday, August 23, reportedly contains the names and personal details of around six Kashmiri Pandits, including their house numbers and street names. It identifies community members living across different parts of Jammu, describing them as “white-collar terrorists” and “traitors” working for their “masters” in Delhi. It also warns those who are “trying to implement the RSS agenda” in Kashmir. Signed by Ahmed Bilal, the letter states, “Wherever you are and wherever you go, we are watching your every move.” Issued in the name of the United Liberation Council (ULC), the organisation is suspected by security agencies to be another front of Lashkar-e-Taiba (LeT). The letter also attempts to differentiate between Kashmiri Pandits who remained in the Valley and those who migrated, claiming that those who stayed are safe while migrants returning to Kashmir for government jobs are being targeted. Earlier this month, after a similar threat letter named some Revenue Department employees and included their phone numbers, the Jammu and Kashmir government directed departments to send Kashmiri Pandit employees on leave and advised them to stay alert and shift to safer locations. Police sources had linked the earlier warning to government action against properties belonging to terrorists. The earlier threat came about a week after two migrant workers were killed by terrorists at a brick kiln in Kulgam on July 31. The ULC had also come into focus in July after issuing a poster on the death anniversary of Hizbul Mujahideen commander Burhan Wani. The latest threat has surfaced at a time when efforts to support the return and rehabilitation of Kashmiri Pandits in the Valley have gained pace, with many migrants returning after receiving government jobs under the PM job package. As agencies investigate the latest letter, the development has once again raised serious concerns over the security of Kashmiri Pandits amid ongoing rehabilitation efforts.
